Americans Will Never Accept a License to Drink Law Mike Brake’s â€Å"Needed: A License to Drink† has many claims, but the thesis is anything but qualified. In my opinion, this is a story that explains the desperation of a man who had family members close to him pass away due to alcoholism. The author believes everyone must take a course and a final test to see whether they should be allowed to purchase alcoholic beverages or not, with a certain alcohol license issued when they pass the course. Even if this so-called drinking license were to become a law, the truth still remains that people will always find ways to get alcohol. Do you honestly believe such a ludicrous idea would work in today’s society? When I read this article, I was astonished to find out somebody would even think of such an outrageous idea like making people take tests to get an alcohol license. â€Å"Addiction to alcohol is one of the primary public-health problems in the United States. It causes more than 19,000 auto fatalities each year and it is responsible for more than a third of deaths from drowning and fire† (135). Any one of those people could have simply been at a wedding or casual get together in which they had alcohol. I know that does not mean they have an alcohol addiction problem and should be required to have a drinking license. Even though nobody close to me has ever died due to alcoholism, like the author’s past experiences, I simply cannot see anything this strict going into effect, especially here in America. This is still America where people come to live for our freedom. This plan would definitely fail due to people’s constitutional rights. This country’s backbone was built on people’s freedoms, and this idea of having a license to drink would definitely try to restrict far too many people that should not be restricted. What says every single person of the 19,000 had an alcohol addiction problem? In addition, even back when prohibition was taking place, people got around that obstacle by making their own alcohol behind the walls of their houses. If people were to do that today, it could become very dangerous. People could mix the wrong amount of ingredients together and come up with a deadly concoction, or neighbors could fight for their alcohol when people become desperate and try to steal each other’s alcohol.

In general there is no agreed definition for white-collar crime. Its limitation is it does not encompass undetected and unreported crime known as the ‘dark figure’ of crime (Coleman & Moynihan, 1996). Detected and reported violent crime can be measured using administrative data. Violent crime can also be measured by victimization and res earcher surveys where victims do not report crime for various reasons such as victims often knowing the offender and/or fear of reprisal.The Australian Bureau of Statistics Administrative data on crime victimisation can be derived from a number of sources including police, hospitals and community service agencies. Internet crimes have considerable lower reporting under administrative data due to the non detection or victims unaware they have been a victim of internet crime. We can measure internet crime by surveys such as victimization surveys or measurement against the ongoing extent of the crime.White-collar crime with the exception of fraud under criminal law is extremely difficult to measure due to the complexity of each crime/activity, some activities are regarded as regulatory and not criminal and the interpretations of a crime/activity can be perceived differently among victims. This type of crime/activity is generally picked up through regulatory audits, routine checks and i nvestigation units such as specialized crime departments, police fraud or relevant regulators. Regardless of the different types of data and surveys available, no one reporting measure gives a true indicative picture of crime.How do we gather data on property crimes, violent crimes, white-collar crimes and Internet crimes? Reported property crime and violent crime data can be gathered by using official crime statistics, police reports, corrective service reports, higher, magistrates’ and children’s courts of Australia, reports and insurance reports. Undetected and unreported data for violent crime data can be gathered via qualitative methods and quantitative surveys. Some examples of such are The National Youth Survey, The Rand Tri-State Inmate Survey, The Liverpool Desistance Study, Snowball sampling, organizational and observational data.Researchers also gather data from past, present and/or incarcerated offenders as well as the general public which provide informati on not only about the prevalence of undetected and unreported crime but why people commit crimes. Gathering data on internet crime is difficult. Surveys such as the 2005 Australian computer crimes and security survey, conducted by AusCERT, Australian High Tech Crime Centre and various state, territory and federal police agencies provide an indicative sample.Researchers gather data from white-collar crimes through administrative data such as criminal fraud reports, victimization surveys, state and territory police agencies as well as the Australian Payments Clearing Association. Apart from fraud, gathering data on white-collar crime is extremely difficult as most victims don’t report. What crime/activities have occurred is gathered via reports from police and security agencies and government reports. Some activities are written off by the victim in the hope that the behaviour/incident is not repeated.What do we know about the typical offenders and victims of property crime, vi olent crime, white-collar crime and Internet crime? There appears to be overwhelming evidence from research that supports the conclusion that age is a factor within property crime characteristics. There is a significantly higher representation that occurs in middle to late adolescence and subsides in early adulthood for property crime. This is thought to be associated with â€Å"adolescent rebelliousness†. An overlooked characteristic of youth is that they are also more likely, statistically, to be victims of crime.The majority of crime victims are male under the age of 25. This is different to the popular belief that would suggest otherwise. It is often perceived that older people have a greater risk however, surveys have identified that older people, and in particular women appear to be more fearful of crime not victims of crime. Violent crime has a gender differentiated nature. Data suggests that approximately 80% of crimes are committed by males and 90% of violent crimes are committed by males. This is supported by convictions and prison populations. To understand the victims, it needs to be broken down to more specific categories of violent crimes.For example, males tend to be victims of murder or attempted murder and assault, female are disproportionately represented as victims of sexual assault, kidnapping/abduction. Although males appear to be highly represented in both offenders and victim categories of violent crime, this does not appear to be the case within categories of white-collar crime such as fraud. The ratio of female offenders to male offenders is higher than that of any other category with ratio of two thirds male to one third female. There also appears to be an unusual relationship between repeat offenders and repeat victims.Many victims are victimised repeatedly. It is suggested that residencies with low occupation rates are often the target of repeat burglaries. Prison populations also suggest a disproportionately higher populatio n of repeat offenders. There appears to be little data that describes the victims or offenders in relation to internet crime. However, it could be hypothesized that a great proportion of male offenders would also be represented within this category. How much property crime, violent crime, white-collar crime and Internet crime is there in our community?Crime statistics for our local community has been drawn from Victorian Police region 4 statistics. Statistics for postcode 3129, within this region for 2008 and 2009 using per 100,000 population suggests property damage, theft of and from motor vehicles and residential burglary had reduced substantially but violent crimes including crimes against the person and assault had increased. Internet crimes and white-collar crimes were not available. Statistics for the state of Victoria indicated property crime such as robbery, burglary and theft or and from motor vehicles was down where as violent crimes such as assault had increased.Is prope rty crime, violent crime, white-collar crime and Internet crime on the rise, is it stable or is it declining? Allowing for variations within reporting methods and survey results, there appears to be stable evidence that recorded crime statistics show property crime declining for recorded break and enter or burglary and other theft including pick pocketing, bag snatching, shoplifting and bicycle theft. There also appears to be an increase in motor vehicle theft between 1996 and 2001 followed by a decline from 2001-2008.Recording rates for other theft in 2008 as with previous years suggests that it remains the most commonly reported property crime. Violent crime statistics indicate assaults as the most recorded since 1996, kidnapping statistics fluctuated from 1996 – 2008, homicide statistics also fluctuated but continued to be the 2nd lowest recorded and although the least recorded, there has been an overall increase on sexual assault since 1996. CONCLUSION There appears to be no uniform measurement system for measuring crime. This leads to inconsistencies within the gathered data and the inability to compare between categories, regions and states.Notwithstanding the inaccuracies within the measurement system, property crime is largest represented category and at this stage internet crime has little representation within the data. Whilst we would love to agree with the typical media characterization of an offender, we cannot due to large variations within the data. However, we can suggest the most likely offender would be a young male adolescent committing a property crime. Bullying on the Rise Bullying comes in many forms, from teasing to harassment to physical aspects. When people talk about bullying, it seems to get swept under the rug, like it’s not a big deal. However, bullying is an epidemic. I believe the number one reason a child, or adult, is bullied has to do with being different. I think bullying is starting entirely too young in children, these days. I feel there is a difference between harmless teasing and bullying, but harmless teasing can turn into bullying in the blink of an eye. When I was growing up, I was bullied but not until third or fourth grade. I was bullied because I came from nothing or due to my sibling’s differences. The reason why I picked these poems is that these poems all are very touching to many peoples feelings as they all give the reader great description of what the places may look or feel like. The poems are Composed Upon Westminster Bridge by William Wordsworth, Stopping by Woods on a Snowy Evening by Robert Frost, The Barn by Seamus Heaney. The first poem that I am going to examine is Composed Upon Westminster Bridge. William Wordsworth was a Romantic poet. The poem is set in the early morning where there is no hustle, bustle and noise. In this poem Wordsworth has written about London in the nineteenth century. He makes it clear that the sleeping city viewed in the early morning sunlight is as beautiful as that of a natural landscape. He tries to make it clear to us that nothing could compare to this scene and anyone who thinks otherwise is a dull person. At that time London was the centre of Europe, if not the world. In his poetry, he is a poet of primary and natural things. In lines nine and ten Never did sun more beautifully steep in his first splendour, valley, rock or hill. He tries to tell us that the sun never shone more beautifully over the rocks of the country-side than in London and that the city is as beautiful or if not even more beautiful than the country side. He makes it clear that this is a very positive experience of his. In the last few lines, we see the poets emotions. Glittering in the smokeless air suggests that he can see the whole city clearly and I think this is why he was able to see the beauty of the architecture and be able to write about it in this poem. As Wordsworths poem holds a great deal of atmosphere so does the poem written by Robert Frost, Stopping by Woods on a Snowy Evening. This poem is set in woods covered in snow. The characters location during the poem is between a farmhouse and a frozen lake. The poem is consists of four quatrains. The man in the poem is accompanied by his little horse; apart from the horse, he is totally alone. He makes it clear in line three that he doesnt want to be seen; this is because he is trespassing on another persons land. The poem was written around the 21st of December. We get this evidence from line eight; The darkest evening of the year. The woods are dark and deep almost death-like. The poet momentarily toys with the idea of death; he almost has to convince himself that life must go on. I think he may have been considering suicide. Many the elements in the poem point towards death for example the woods would only seem attractive to someone who wants to die because there is no warmth in the woods on a snowy evening. He decides to go on with his busy life and fulfil his human duties. In the last three lines But I have promises to keep, and miles to go before I sleep/ and miles to go before I sleep it seems that he snaps out of his daydream and prepares to go on home. This is a pretty complex poem as he may not have been in the woods at all. The poets descriptions of things in the poem are exceptional. Of easy wind and downy flake gives us a clear image of the bitter coldness with flakes of snow falling. This poem has a much more pleasant atmosphere than the last poem. Which seems to hold a lot of bad memories for the author. The Barn was written by Seamus Heaney. Heaneys first collections of poems are about things that have happened to him and around him as a child growing up on a farm. The poem is about a fearful childhood experience of his. This fearful experience has stayed with him for some time as he was in his middle twenties when he wrote about it. The atmosphere in this poem is a threatening one. Heaneys descriptive language of writing in this poem is delightful. He describes the bags of corn as solid as cement. Threshed corn lay piled like grit of ivory or solid as cement in two lugged sacks. He explains that the corn lies like the grit of ivory meaning that he thinks the corn is lose as grit and the colour of ivory. The corn either lay loose or in sacks. The sacks are usually made of very tough material. The sacks have two hoops like ears on either side of the sacks and described by Heaney as lugged. The place was not pleasant: chilly concrete. All the stanzas sum into one other, which is known as enjambment. In line three he mentioned hoarded and armoury. Hoarded means to store and armoury gives us a sense of war or threat. He makes it clear that inside the barn is very dark, dusty, and clausterfobic. By the end of the third stanza we realise that the barn frightened him as a child. He refers to the clogging of cobwebs blocking up your lungs and the staring of bats at him as their bright eyes stared into his nightmare. He sees himself being chaffed/packed up by the birds mentioned as predators. The fear of the unknown can play on the mind and lead to a nightmare. In this case Seamus Heaney is the victim. A lot of these things that he has had nightmares over are in fact just lifeless objects within the barn. To conclude I personally feel that William Wordsworth has created an atmosphere and has communicated it to us the reader the best. However Frost and Heaney have made very good attempts.
